I had not heard of Gammon's Law before, but have seen it in action. I have noticed that a bureaucrat's main purpose is to maintain their fiefdom, not whatever their original mandate was. Look online at the job description for any major department head for a state funded agency. The number 1 and 2 items never pertain to helping people, but about lobbying for more funds and maintaining or growing the status quo.
